The “market” of oils in Kazakhstan has a growing trend. In 2018, the volume of produced and imported oils amounted to 105,407 tons, which is almost two times higher than in 2016. There are problems in terms of ensuring the collection of waste oils. Creators of this type of waste sell them to agricultural producers, or place them in unauthorized places.
The highest priority is the processes of disposal of waste oils, as a result of which the primary properties of the oils are regenerated and restored. During the period of the EPR principle in Kazakhstan, about 30 thousand tons of waste oil was cleaned and returned to circulation. This made it possible to replace the corresponding amount of imported oils in the economy of Kazakhstan.
Since December 2016, the EPR Operator has been making compensation payments to Kazakhstani enterprises providing services for the collection, transportation and processing of waste oils. In order to stimulate the development of this sector, since 2020 the ratio of the disposal fee rate to the amount of payments was brought to 1.43% and amounted to 42 KZT per kg (VAT included).
VOLUMES OF COLLECTION, PROCESSING AND DISPOSAL OF WASTE OILS
At the end of 2016, thanks to the EPR mechanism, 1,705 tons of waste oils were collected and processed, in 2017 – 4,198 tons, 2018 – 11,252 tons, 2019 (9 months) – 16,936 tons.
