Dear Installation Operators,

We would like to inform you of the following:

- Starting February 7, 2025, the State Carbon Cadastre will be accessible via the electronic address ndbecology.gov.kz. Electronic inventory reports on greenhouse gas emissions must be submitted through the above-mentioned electronic platform.

- Entities subject to quota allocation, in accordance with Clause 2 of Article 294 of the Environmental Code of the Republic of Kazakhstan (hereinafter referred to as the Code), are required to complete and submit the verified electronic inventory report on greenhouse gas emissions for the previous year by April 15 of the current year through the State Carbon Cadastre.

- Entities subject to administrative control, in accordance with Clause 2 of Article 301 of the Code, must complete and submit the electronic inventory report on greenhouse gas emissions from the administered installation for the previous year by April 1 of the current year through the State Carbon Cadastre.

Additionally, we inform you that the criteria for classifying an installation as a quota entity or an administered entity are defined in Clause 3 of Article 289 and Clause 1 of Article 301 of the Code.

Formation and Maintenance of the State Carbon Cadastre

The State Carbon Cadastre is maintained in accordance with Article 303 of the Environmental Code of the Republic of Kazakhstan and the Rules for Maintaining the State Carbon Cadastre, approved by Order No. 190 of the Minister of Ecology, Geology, and Natural Resources of the Republic of Kazakhstan dated June 10, 2021 (https://adilet.zan.kz/rus/docs/V2100023110).

The State Carbon Cadastre is a system for recording sources of greenhouse gas emissions, the volume of emissions produced, as well as the amount of emission reductions or increased carbon absorption within the limits set for each installation operator.

The State Carbon Cadastre is maintained through an information system. Installation operators are required to register in the State Carbon Cadastre and submit an electronic greenhouse gas inventory report annually.

Methodologies for Calculating Greenhouse Gas Emissions and Absorption

The methodologies for calculating greenhouse gas emissions and absorption have been approved in accordance with Clause 3 of Article 294 of the Environmental Code of the Republic of Kazakhstan and Order No. 9 of the Minister of Ecology and Natural Resources of the Republic of Kazakhstan dated January 17, 2023 (https://adilet.zan.kz/rus/docs/V2300031735).

When calculating greenhouse gas emissions, the Global Warming Potentials (GWP) from the Fifth Assessment Report (AR5) of the Intergovernmental Panel on Climate Change (IPCC)are applied.
