On May 14, 2026, under the chairmanship of Mazhilis Deputy of the Parliament of the Republic of Kazakhstan Bauyrzhan Amirzhanuly, a meeting of the Environmental Council under the AMANAT Party was held. During the meeting, Chairman of the Management Board of Zhasyl Damu JSC Yerzhan Sarsenbay presented a comprehensive set of initiatives aimed at developing the waste management system, including the introduction of KPIs for local executive bodies, expansion of the EcoQolday program, and stimulation of green procurement practices.
During the presentation, the results of the EcoQolday digital program, relaunched in 2024 to support entrepreneurs engaged in waste collection, transportation, and recycling, were highlighted. To date, 88 enterprises have joined the program, including 58 collection companies, 20 recycling enterprises, and 10 full-cycle companies. The total volume of waste sent for recycling has exceeded 103 thousand tons, including approximately 71 thousand tons of paper, around 24 thousand tons of glass, more than 1 thousand tons of plastic, and about 8 thousand tons of tires. Since the launch of the program, participants have already received approximately KZT 2.4 billion in payments.
Special attention was also given to preferential financing for projects in the municipal solid waste sector. Under Government Resolution No. 604, Zhasyl Damu JSC has been implementing a business lending program since 2024, offering loans at an annual interest rate of 3% for up to 15 years. To date, 61 projects totaling KZT 374.1 billion have been submitted, which is twice the предусмотренный financing limit. Already, 28 projects worth KZT 113.6 billion have been financed, while another 13 projects are at the contract-signing stage.
According to the Chairman of the Management Board of Zhasyl Damu JSC, the development of separate waste collection infrastructure is impossible without active regional participation and systematic oversight.
“The accessibility of collection points directly affects the involvement of the population and businesses in separate waste collection. Therefore, we propose establishing specific KPIs for akimats and ensuring transparent monitoring of their implementation,” said Yerzhan Sarsenbay, Chairman of the Management Board of Zhasyl Damu JSC.
Among the proposed KPIs are the establishment of at least 10 recyclable material collection points in cities of republican significance and at least 5 collection points in each regional center, the introduction of digital waste accounting and monitoring systems integrated with the Zhasyl Damu JSC system, as well as ensuring that each region has enterprises for construction waste recycling and medical waste disposal.
The meeting also featured the environmental initiative “Clean Home – Clean Country” (Taza Üi – Taza El), implemented jointly with the Ministry of Ecology and Natural Resources and the Astana city administration. Separate collection containers for paper and plastic have already been installed in two residential complexes in the capital, and the project is planned to be expanded to other cities across Kazakhstan.
In addition, Zhasyl Damu JSC proposed amendments to public procurement legislation aimed at stimulating demand for products containing recycled materials. The proposals include introducing mandatory environmental requirements, creating a list of priority goods, and providing advantages to suppliers of environmentally friendly products.
The company emphasized that the proposed measures are aimed at building a full-fledged circular economy, developing the recycling industry, and improving environmental awareness among the population. Zhasyl Damu JSC intends to continue expanding recycling infrastructure, attracting investment, and implementing modern digital solutions in the field of waste management.
