To find out whether the recycling fee for the car has been paid, you can check it yourself on the official website of JSC Zhasyl Damu (recycle.kz). To do this:
1. Open the "Disposal payments" section, then select "Check payment"
2. Enter the VIN code of the car - this is a unique identification number consisting of 17 characters, which is indicated in the documents for the car or on the vehicle itself.

Please note that the VIN code must contain only Latin letters and Arabic numerals. The letters I, O and Q are not used to avoid confusion with the numbers 1 and 0.

After entering the data, the system will display information about the presence or absence of payment of the recycling fee.

In accordance with subparagraph 4) of paragraph 1 of Article 389 of the Environmental Code of the Republic of Kazakhstan (hereinafter referred to as the EC RK), the Operator has approved the Rules of the joint-stock company JSC Zhasyl Damu for the return and (or) offset against upcoming payments of overpaid amounts, approved by the decision of the Board of JSC Zhasyl Damu dated November 14, 2024 (hereinafter referred to as the Refund Rules). Paragraph 4 of the Refund Rules provides for the grounds for the return and (or) offset against upcoming payments of overpaid amounts:
1) erroneous entry of the amount (part of the amount) of the recycling payment, including in connection with incorrect indication by the importer (manufacturer) of data when forming an application for the fulfillment of extended obligations of manufacturers (importers);
2) independent sale (export) of products (goods) by manufacturers (importers), including products (goods) in packaging, to which extended obligations of manufacturers (importers) apply, for which a recycling fee was paid, outside the Republic of Kazakhstan;
3) independent recycling by a business entity that has fulfilled the extended obligations of manufacturers (importers) by making recycling payments, of packaging waste (defects, trimmings, expiration of the shelf life of products (goods) in packaging) by transferring into the possession of persons carrying out operations for the restoration or recycling of waste.

To return funds, you must submit an application through the unified platform "e-Otinish".

According to paragraph 7 of the Return Rules, the return application must contain the following information:
1) full or abbreviated name of the manufacturer (importer), legal and actual address, contact information (phone numbers, email addresses);
2) the amount of the recycling payment subject to refund and (or) offset against upcoming payments;
3) the details of the manufacturer's (importer's) bank account for the refund of the overpaid amount of the recycling payment;
4) the number and date of the certificate of payment of the recycling payment issued by the Operator, according to which the overpaid amount of the recycling payment specified in the application was paid;
5) the basis for the refund and (or) offset against upcoming payments;
6) a list of attached documents to confirm the grounds for the refund and (or) offset against upcoming payments of the overpaid amounts.

And also, in accordance with paragraph 8 of the Refund Rules, the application must also be accompanied by a document issued by second-tier banks or Kazpost JSC confirming the details of the manufacturer's (importer's) bank account in the national currency to which the refund will be made.

Currently, the process of identifying processors of ELVs/EOL self-propelled Agricultural Machinery is underway for the purpose of subsequently concluding contracts for the processing/recycling of ELVs/ EOL Self-Propelled Agricultural Machinery.

After the conclusion of contracts with ELVs/EOL self-propelled Agricultural Machinery processors, an updated list of ELVs/EOL self-propelled Agricultural Machinery collection points will be published on the official website of the Company (www.recycle.kz).
