The 31st Conference of the Parties to the United Nations Framework Convention on Climate Change (COP31) will take place in Antalya, Türkiye, from November 9 to 20, 2026. With the support of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan, JSC Zhasyl Damu is developing the business program for Kazakhstan’s national pavilion, focusing on climate solutions, green technologies, and investment opportunities.
COP31 will bring together world leaders, government delegations, representatives of business, academia, youth, and civil society. The conference will serve as a platform for international negotiations on reducing greenhouse gas emissions, adapting to climate change, and implementing the Paris Agreement.
Kazakhstan’s pavilion will showcase national and regional initiatives in climate policy, green technologies, and sustainable development. According to the preliminary program, 36 events are planned at the pavilion, with the participation of international experts, representatives of United Nations organizations, and financial institutions.
One of the key events will be a meeting of the Ministers of Ecology of the five Central Asian countries. The discussions will focus on strengthening regional cooperation, advancing joint climate initiatives, and coordinating efforts to address shared environmental challenges.
Climate finance and the development of carbon markets will feature prominently in the program. Participants will explore the mechanisms of the Paris Agreement, opportunities to attract investment in green projects, a just energy transition, and the establishment of Kazakhstan’s national climate investment platform.
A separate series of discussions will focus on the circular economy, waste recycling, and the introduction of clean technologies. In particular, the program includes discussions on a framework partnership program for the circular economy in Central Asia, as well as cities’ experiences in developing sustainable infrastructure and attracting investment.
Climate change adaptation will be addressed through specific regional priorities, including the restoration of the North Aral Sea, preservation of the Caspian Sea ecosystems, sustainable water resource management, strengthening agricultural resilience, and the protection and restoration of forests and steppes.
The technological agenda will cover the application of artificial intelligence and space technologies, methane emissions monitoring, building energy efficiency, and the use of scientific data in climate-related decision-making. Events will also address the impact of climate change on public health, environmental education, and youth participation in climate policy.
In addition to the discussions, the signing of approximately 28 documents is being considered as part of COP31, including 19 memorandums of understanding, as well as agreements, contracts, and other cooperation documents. The preliminary list covers meteorology, energy transition, climate investment, clean technologies, environmental protection, and healthcare.
JSC Zhasyl Damu also plans to sign several memorandums of understanding aimed at expanding international partnerships and cooperation in climate policy, climate change adaptation, and sustainable development. The final list of documents to be signed will be determined following consultations and agreement with partners.
The activities of Kazakhstan’s national pavilion will focus on expanding international partnerships, attracting financing, and promoting practical solutions aligned with the climate and environmental priorities of Kazakhstan and Central Asia.
We invite international guests and partners, representatives of government agencies, businesses, the scientific community, and all interested COP31 participants to visit the National Pavilion of the Republic of Kazakhstan in Antalya and join the discussions on climate solutions and opportunities for cooperation.
