General Information for Producers and Importers of Products (Goods) Subject to Extended Obligations of Producers and Importers

The principle of Extended Obligations of Producers and Importers has been in effect in the Republic of Kazakhstan since January 1, 2016.

According to Resolution No. 20 of the Government of the Republic of Kazakhstan dated January 18, 2022, the functions of the EPO Operator were transferred from the private LLP "Operator ROP" to "Zhasyl Damu" JSC with 100% state participation. 

Since January 28, 2016, individuals and legal entities engaged in the production on the territory of the Republic of Kazakhstan and (or) import into the territory of the Republic of Kazakhstan of products (goods) according to the list of products (goods) to which Extended Obligations of Producers and Importers apply, are obliged to ensure the collection, transportation, processing, disposal, utilization, and (or) recycling of waste generated after the loss of consumer properties of products (goods) to which Extended Obligations of Producers and Importers apply, and its (their) packaging, in one of the following ways:

1) The use of its own system for the collection, transportation, preparation for reuse, sorting, processing, recycling, disposal, and (or) recycling of waste.

The requirement to use its own system of collection, processing and waste disposal does NOT apply to manufacturers and importers of motor vehicles.

2) Concluding an agreement with the Extended Producer Obligations (EPO) operator on the organization of the collection, transportation, preparation for reuse, sorting, processing, recycling, disposal, and (or) recycling of waste, submitting an application in accordance with the rules for the implementation of Extended Producer Obligations (EPO) approved by the Government of the Republic of Kazakhstan, and depositing money in the form of a disposal payment into the bank account of the Extended Producer Obligations (EPO) operator.
