MEWR RK: Acceptance of Old Vehicles Under the Recycling Program Has Not Yet Begun

In response to reports circulating in certain media outlets claiming that Kazakhstanis can already hand over their old vehicles for recycling and receive discount certificates toward the purchase of new vehicles, the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan and Zhasyl Damu JSC consider it necessary to provide clarification.

At present, the acceptance of end-of-life vehicles under the recycling program, including the issuance of discount certificates, has not yet begun.

The media reports were prompted by the approval of Order No. 252 of the Minister of Ecology and Natural Resources of the Republic of Kazakhstan dated October 6, 2026, which establishes the rules for issuing documents confirming the handover of vehicles and self-propelled agricultural machinery for recycling, as well as the procedure for issuing and using discount certificates.

It should be emphasized that the adoption of this order does not mean that the program has been officially launched or that the acceptance of vehicles for recycling has begun. The document establishes the legal framework for implementing the program. However, the necessary organizational procedures must be completed before its practical implementation can begin.

The order will enter into force on October 25, 2026. However, this date does not constitute the start date for accepting vehicles or issuing discount certificates.

The Ministry of Ecology and Natural Resources of the Republic of Kazakhstan, together with Zhasyl Damu JSC, is currently working on selecting recycling companies that will be responsible for accepting and subsequently recycling end-of-life vehicles.

Once the necessary procedures have been completed and the relevant agreements signed, information regarding the program's launch date, participation requirements, and locations of vehicle collection points will be additionally published through the official information channels of the Ministry and Zhasyl Damu JSC.

In this regard, we urge media outlets to distinguish between the approval of regulatory rules and the actual launch of the program, and encourage citizens to rely on official announcements issued by the authorized organizations.
