Ecology in Numbers: Zhasyl Damu JSC Summarizes Results of Its Activities for 2025

Zhasyl Damu JSC presented the results of its activities for 2025 at the Central Communications Service, announcing key achievements in waste management, the implementation of Extended Producer Responsibility (EPR) mechanisms, and the financing of environmental projects. During the briefing, the company reported on large-scale support provided to businesses and the development of modern waste sorting and recycling infrastructure across the country.

In the first 11 months of 2025, revenues from recycling fees collected by Zhasyl Damu JSC exceeded KZT 324 billion. Of this amount, KZT 133.3 billion was paid by manufacturers of vehicles, agricultural machinery, and auto components, while KZT 172.8 billion came from importers. Within the EPR framework, KZT 140.9 billion was returned to manufacturers. In accordance with Resolution No. 604 of the Government of the Republic of Kazakhstan, approximately KZT 125 billion was allocated on a repayable basis to finance environmental projects, including solid municipal waste projects (KZT 86.1 billion), early fire detection systems (KZT 15.9 billion), refrigeration equipment (KZT 2.4 billion), and special-purpose machinery for government agencies (KZT 21 billion).

Special attention was paid to supporting waste collection and recycling enterprises. Under the EcoQolday program, about KZT 900 million was disbursed, while recycling volumes increased nearly fourfold—from 11 thousand tons in 2024 to 41 thousand tons in January–November 2025. In the municipal solid waste sector, 61 investment projects totaling KZT 299 billion were announced, of which 25 projects have already been financed for KZT 93.7 billion. As part of their implementation, 112 garbage trucks were purchased, 4 sorting lines were commissioned, and 14 waste recycling plants with a total capacity of approximately 885 thousand tons per year were put into operation.

“All recycling fee funds are spent strictly in accordance with the Environmental Code and are allocated exclusively to environmental projects. We do not simply accumulate funds—we return them to the economy on a repayable basis, directing them to areas where they already deliver tangible environmental and social benefits,” said Nurzhan Kabdoldanov, Deputy Chairman of the Management Board of Zhasyl Damu JSC.

The implementation of these projects will make it possible to increase the share of sorting and recycling of municipal solid waste in the country from 25% to 40%, as well as create more than 5,100 permanent jobs. In parallel, Zhasyl Damu JSC is implementing initiatives to raise public environmental awareness under the Taza Kazakhstan program in national parks and in schools in Astana and Zhezkazgan, with plans to scale up these efforts in 2026.

Zhasyl Damu JSC continues to fulfill its key mission as the national environmental operator—ensuring transparent and efficient use of EPR funds, developing waste management infrastructure, and shaping a sustainable environmental model for Kazakhstan’s economy. In the near future, the company plans to allocate an additional approximately KZT 100 billion for repayable financing of new environmental projects across the country.
