National Waste Management Center: A Step Toward Systemic Change

A strategic session dedicated to systematizing state regulation of all types of waste through the integration of regulators into a unified mechanism was held in Astana. The event was organized under the auspices of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan and JSC “Zhasyl Damu”, with the participation of representatives of профильные committees of central government bodies, akimats, industry organizations, and enterprises. The session was conducted within the framework of implementing the Concept for the Management of All Types of Waste for 2026–2030 (hereinafter referred to as the Concept), approved by the Decree of the Government of the Republic of Kazakhstan dated December 31, 2025.

The central focus of the session was the formation of a holistic, clear, and effective waste management system that eliminates duplication of functions and competition among regulators. A key coordinating role within this system is assigned to JSC “Zhasyl Damu” as the National Waste Management Center.

As part of the business program, participants worked in nine sectoral working groups covering the full spectrum of waste types—from the mining and manufacturing industries to medical, agricultural, construction, and liquid waste. Over the course of several hours, waste management schemes by types of waste generators were developed, regulatory gaps were identified, proposals for target models were formulated, and initial foundations were prepared for process digitalization and legislative adjustments.

“Our task is to bring all processes together into a single functioning mechanism, ensure coordination, transparency, and user-friendly digital tools so that the system truly works in practice,” emphasized Yerzhan Sarsenbay, Chairman of the Management Board of JSC “Zhasyl Damu”.

Granting JSC “Zhasyl Damu” the status of the National Waste Management Center (NWMC) will make it possible to establish a unified institution responsible for collecting and analyzing data on all types of waste in the country, maintaining state registers, managing digital platforms for monitoring waste management processes, and facilitating the implementation of extended producer responsibility principles.

In addition, the NWMC will become an important instrument for attracting investment and supporting small and medium-sized enterprises in the areas of waste collection, sorting, recycling, and reuse.

The strategic session marked a significant step toward transitioning from fragmented regulation to end-to-end management of the waste life cycle, based on real business processes and interagency cooperation. The results obtained will form the basis for the further implementation of the Concept, the development of digital solutions, and the preparation of targeted amendments to the current legislation of the Republic of Kazakhstan.
