The Ministry of Ecology and Natural Resources of the Republic of Kazakhstan has approved amendments to the Rules governing payments by JSC “Zhasyl Damu” for the collection, transportation, and recycling of waste. The amendments were developed taking into account the practical experience of implementing the EcoQolday programme and clarify the financing procedure, requirements for participants, and confirmation of waste volumes.
The relevant Order No. 200 was signed on 9 September 2026. The document introduces changes to the mechanism of payments financed from recycling fee funds, which JSC “Zhasyl Damu” allocates to support waste collection and recycling activities.
One of the key amendments concerns the procedure for confirming recycling activities. The Rules clarify the requirements for recording incoming waste, its use in production, and the sale of finished products. When calculating payments, the mass of waste used to manufacture products that have subsequently been sold is taken into account. This approach links financing to documented recycling results.
The requirements for the technological regulations of recycling companies have also been specified. These regulations must describe the stages of the production process, the use of additional components, technological losses, and the output of finished products. The composition of reporting documents and the procedure for their review by the operator have also been clarified.
For JSC “Zhasyl Damu”, the updated Rules establish a more detailed procedure for verifying submitted information, confirming waste volumes, and making payments. These changes are aimed at increasing the transparency of financing and ensuring traceability of waste flows from collection through to recycling.
In addition, the range of participants in the EcoQolday programme is being expanded. Associations of property owners, housing cooperatives (OSI, KSK), and management companies will be eligible to receive payments for the collection, sorting, and transportation of waste. Once the established requirements have been met and an agreement has been concluded, they will be able to sell separately collected recyclable materials to recycling companies and receive payments from the operator as provided for under the Rules. This will create an additional incentive for the introduction of separate waste collection systems in apartment buildings.
The Order will enter into force upon the expiry of 60 calendar days following the date of its first official publication.
