A two-day event dedicated to the development of carbon projects in Kazakhstan under the Paris Agreement is taking place in Astana. Participants include Minister of Ecology and Natural Resources of the Republic of Kazakhstan Yerlan Nyssanbayev, Chairman of the Presidium of the Atameken National Chamber of Entrepreneurs Kanat Sharlapayev, Chairman of the Management Board of Zhasyl Damu JSC Yerzhan Sarsenbay, representatives of the United Nations Development Programme (UNDP) in Kazakhstan, ambassadors of several foreign countries, as well as representatives of government agencies, international organizations, financial institutions, businesses, climate project developers, and experts.
The programme began with a field visit to the Astana Green Belt. Participants learned about afforestation practices and explored potential sites for the implementation of carbon projects. Such projects can contribute to increased carbon sequestration, greater ecosystem resilience, and improved environmental quality.
The event is organized by the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan and the United Nations Development Programme (UNDP) in Kazakhstan.
As part of the business programme, new approaches to implementing carbon projects in Kazakhstan were presented, along with opportunities for their participation in international carbon mechanisms under Article 6 of the Paris Agreement.
Particular attention was given to the government authorization of projects, accounting for achieved mitigation outcomes, monitoring, and independent verification. Compliance with these requirements will help ensure the transparency and integrity of carbon projects and their alignment with international standards.
As Minister of Ecology and Natural Resources of the Republic of Kazakhstan Yerlan Nyssanbayev noted, Kazakhstan’s participation in the market mechanisms of the Paris Agreement opens up additional opportunities to attract investment in climate projects and achieve the country’s national climate targets.
The participation of representatives from the business community, international organizations, the diplomatic corps, and the financial sector provided an opportunity to consider the development of carbon projects from the perspectives of investment attraction, international cooperation, and the practical implementation of climate initiatives.
The development of this area is becoming particularly important in light of the amendments to the Environmental Code of the Republic of Kazakhstan adopted on 8 July 2026 and the preparation of the relevant secondary legislation. The emerging regulatory framework creates the necessary conditions for the implementation of carbon projects and the international transfer of mitigation outcomes — Internationally Transferred Mitigation Outcomes (ITMOs).
Zhasyl Damu JSC, as the operator of Kazakhstan’s greenhouse gas emissions trading system, is contributing to the development of the national climate infrastructure and the improvement of mechanisms for emissions accounting and regulation.
The event also features international experience in implementing climate initiatives, including UNDP projects in Kazakhstan supported by the Global Environment Facility (GEF) and initiatives under the Biodiversity Finance Initiative (BIOFIN).
The practical part of the programme focuses on specific models of cooperation between the government, investors, and project developers. Participants are discussing the preparation and implementation of carbon projects, access to climate finance, and the application of international mechanisms for transferring mitigation outcomes.
The improvement of legislation and the development of mechanisms under Article 6 of the Paris Agreement are laying the foundation for the further development of Kazakhstan’s carbon market, the mobilization of climate finance, and the implementation of new environmental projects in line with international standards.
