As part of working visits to the regions, Vice Minister of Ecology and Natural Resources of the Republic of Kazakhstan Zhomart Aliyev held a meeting with residents and representatives of non-governmental organizations of the Mangystau region, as well as a personal reception of citizens at the Mangystau Regional Universal Library named after Kabibolla Sydykov.
JSC “Zhasyl Damu” was represented at the meeting by Deputy Chairman of the Management Board Nurzhan Kabdoldanov.
During the event, representatives of JSC “Zhasyl Damu” answered questions related to the implementation of the Extended Producer and Importer Responsibility (EPR) mechanism through the EcoQolday information system. It was explained that business entities operating in the Mangystau region in the field of waste collection, transportation, and recycling are registered and receive compensation payments under EcoQolday, provided that established requirements are met and the actual volumes of completed work are confirmed.
It was noted that payments are made based on transparent and uniform criteria, taking into account the type of waste, volumes, logistics costs, and documentary confirmation of services rendered. It was emphasized that the EcoQolday mechanism continues to be improved, considering regional specifics as well as proposals from businesses and public organizations.
In particular, the dialogue included discussions on proposals to introduce a differentiated approach to payments for waste transportation, taking into account route distances, remoteness of settlements, climatic conditions, and infrastructure characteristics of the Mangystau region.
Participants were also informed about projects being implemented within the framework of financing by the EPR operator. In accordance with Resolution of the Government of the Republic of Kazakhstan No. 604 dated September 2, 2021, the Rules for financing projects in the manufacturing industry aimed at improving the environmental situation by the EPR operator were approved.
Under this mechanism, LLP “Paketnaya Fabrika,” located in the Mangystau region, received approval for concessional financing in the amount of 585 million tenge from the recycling fee. The project is aimed at developing paper recycling and producing environmentally friendly packaging. The design capacity of the enterprise is up to 3,000 tons of recycled paper per year.
Representatives of businesses, public and industry associations took part in the personal reception of citizens, including representatives of “Eco Waste Aqtau,” the Director of LLP “Taza.Likee,” the Chairman of the Regional Environmental Council of the “ECOJER” Association, a member of the Public Council under the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan Adilbek Kozybakov, the Head of the regional branch of the Republican Association of Fisheries and Aquaculture “Qazaq Balyk” Daniyar Akimzhanov, as well as other applicants.
During the reception, pressing issues related to waste management, environmental protection, development of environmental initiatives, and interaction between businesses and government bodies were discussed.
It was noted that waste management programs have been fully approved in 2 cities and 5 districts of the Mangystau region. Over the first 9 months of 2025, 61 unauthorized landfills were identified, of which 56 were eliminated, representing 91%.
