The basis for approving the Development Strategy of the Operator of Extended Producer (Importer) Responsibility (hereinafter – the EPR Operator) is the Environmental Code of the Republic of Kazakhstan. Since 2022, in accordance with the instruction of the Head of State, the functions of the EPR Operator have been transferred to the Company.
It should be noted that the financing areas of the EPR Operator are established by the Environmental Code of the Republic of Kazakhstan. At the same time, achieving certain key indicators requires the adoption of relevant amendments to the Environmental Code of the Republic of Kazakhstan and the availability of approved regulatory legal acts that define the financing procedures.
The Development Strategy of JSC Zhasyl Damu for 2023–2027 was approved by the Board of Directors of JSC Zhasyl Damu (on November 24, 2023), where the mission, vision and strategic directions of the EPR Operator’s activities were defined.
The main strategic directions of the EPR Operator include:
– improving the waste management system for products (goods) subject to EPR.
In 2024, the EcoQolday programme was launched to support business entities engaged in the collection, transportation and processing of waste.
As of the end of 2025, 78 companies had joined the EcoQolday programme, including 50 collection companies, 18 recycling companies and 10 full-cycle enterprises.
In 2025, more than 49 thousand tonnes of waste were collected and sent for recycling, including approximately 44 thousand tonnes of packaging waste and over 5 thousand tonnes of automotive component waste.
In 2024, a three-year concessional financing programme was launched for investment projects involving the collection, sorting and recycling of municipal solid waste, with total financing of KZT 185 billion. Financing is provided on a repayable basis at an annual interest rate of 3% for terms ranging from 3 to 15 years.
As of the end of 2025, 25 projects had been financed, with a total planned capacity of waste sorting complexes and recycling plants exceeding 885 thousand tonnes per year and providing for the creation of more than 1,500 jobs.
– fostering environmental culture in society.
Under the Head of State’s Taza Kazakhstan initiative, systematic efforts are being undertaken to promote separate waste collection and improve public environmental awareness.
In 2024, as part of the Clean Tourism concept, a pilot project for the introduction of separate municipal solid waste collection was implemented in two State National Nature Parks: Kolsai Lakes and Charyn. In 2025, the project was expanded to seven additional State National Nature Parks: Sairam-Ugam, Bayanaul, Altyn-Emel, Kokshetau, Karkaraly, Ile-Alatau and Burabay.
In 2025, a pilot project was implemented to promote separate collection and the reuse of secondary resources, as well as to reduce waste generation in educational institutions. The project involved 129 public schools in Astana (107 schools) and Zhezkazgan (22 schools). Environmental awareness classes were held for students in Grades 4–8, and eco-bins for separate waste collection were installed.
– improving the Company’s operational activities.
This area is being implemented through integration with external information systems aimed at accelerating business data-processing procedures. For example, in August 2024, integration with the Halyk Bank of Kazakhstan’s system was launched, enabling users to pay recycling fees through the mobile application without commission charges. In December 2025, integration was implemented with the GRST information system of the Ministry of Agriculture of the Republic of Kazakhstan.
