In the case of generating SROs from collection points, attach scanned registers of those who handed over the waste to the collection point separately for each collection point, which reflect data on the persons who handed over the waste, as well as the type and weight of waste accepted by the Collector during the day at the collection point. The register is compiled on-site at the waste collection point directly at the time of acceptance of waste from the Generator, on a daily basis, in accordance with Appendix 9 to the Instructions, in hard copy.
The mass of waste collected waste is the mass of waste indicated in the SRO from the Generators and from collection points.
How often will payments be made?
Payments to waste collectors will be made once a month, based on the results of reviewing the report on the collection and transportation of waste.
Payments to waste processors will be made quarterly, based on the results of reviewing the report on the recycling of waste.
Payments to business entities engaged in a full cycle of waste management (collection, transportation and recycling of waste) will also be made quarterly, based on the results of reviewing the report on the collection, transportation, and recycling of waste.
Why are wastes collected by municipal waste collection organizations (garbage collection organizations) and collected at landfills not eligible to subsidies?
In accordance with paragraph 3 of the Rules, the Rules do not apply to specialized enterprises engaged in collection, transportation, sorting and disposal of solid household waste at landfills within the framework of a centralized system for the collection of household solid waste.
Thus, since the waste collected by WCOs from the population and legal entities, as well as from landfills, is paid for according to approved tariffs for the collection, transportation, sorting and disposal of solid household waste, subsidies for the collection and transportation of such waste are not paid.
How to determine that the waste is not from landfills?
During the waste collection process, the recipient of payments fills out the relevant sections in the information system within one working day from the date of the waste collection operation, in which data on the collected waste is indicated. At the same time, the recipient of payments, when filling in this data, indicates the method of waste collection (generators, collection points, containers). Waste from containers intended for household solid waste is the property of the container owner, therefore it is illegal to seize and accept such waste and is not eligible for subsidization. Waste collected by waste collection organizations, waste sorting organizations, and waste collected from landfills is also not subject to subsidization, as it is included in the tariff for household solid waste removal paid by the population and legal entities.
For reference: Article 339. Environmental Code of the Republic of Kazakhstan. Ownership of waste and responsibility for its management.
1. Waste shall be an object of proprietary rights. Public relations, associated with occurrence, change and termination of proprietary rights to wastes, shall be regulated by the civil legislation of the Republic of Kazakhstan in view of the specifics, stipulated by this Code.
2. Waste generators shall be the owners of the wastes produced by them.
3. Transfer of waste to business entities engaged in waste collection, recovery or disposal operations shall mean simultaneous transfer of ownership of the waste to such entities, including when the waste is placed in containers placed in container sites or in designated waste collection sites, unless otherwise agreed by the parties.
How will you inspect enterprises and how often?
A visit to the production processes with an inspection of the facilities for compliance with the provided documentation is carried out before the conclusion of the Agreement, after the Operator receives the full package of documents- an initial on–site monitoring.
In addition, the Operator, in order to confirm the activities of the recipients of payments without prior notice, may monitor the activities and production processes with visits to waste collection and processing facilities of the recipients of payments at any time, at its discretion, but no more than twice a year.
For reference: Paragraph 46 of the Rules - The operator, in order to confirm the activities of the recipients of payments without prior notice, monitors the activities and production processes with visits to facilities for the collection, transportation, sorting, processing, preparing for reuse, recycling, neutralization and (or) disposal of waste of the recipients of payments at any time at its discretion, but no more than twice a year.
During site visits, the Operator’s representatives conduct a visual inspection of the technological processes and equipment specified in the facility passports submitted during registration, including verification of the availability of raw material stocks and finished products (waste from products subject to extended producer responsibility).
Is it possible to participate in the EcoQolday program if the enterprise is both a collector and processor of packaging waste (plastic, paper, glass) in one entity?
Due to the fact that the rate sizes for collection, transportation and recycling of waste are separate, the "full cycle" rates do not apply for packaging waste, as transportation must be carried out from the collector to the processor and be documented (Transpotation waybill, e-invoice, Stock Receipt Order, acceptance certificate). Only processors of automotive components and EEE (electronic and electrical equipment) can be registered as a collector and processor of waste (full cycle). For them, the rates are uniform for all processes.
Can the population participate in the program and how?
The population can participate in the program as a waste generators and, accordingly, register with AIS under their Individual Identification Number (IIN), and submit applications for waste removal. It is also possible to accumulate waste from the entire residential complex in one place, for example, in the AOC (apartment owners cooperatives) or POA (property owners associations) and spend the proceeds on the needs of their residential complex.

Will the EcoQolday project participants receive payments for the 4th quarter of 2021?
Upon completion of the transfer procedures, and provided that the volumes of completed work are confirmed, the estimated deadline is June-July 2022.
Will the EcoQolday project be continued and will the subsidy rates change?
The existing approach was focused on a company with a legal form of LLP (Limited Liability Partnership), which is not applicable to a joint-stock company with 100% state participation. Currently, the issue of amending regulatory legal acts and developing a new approach to waste management is being worked out.
